The movement was revived in1921 by Alice Paul, then the party leader of the National Womans Party (Alonso, 1993). In herproposal, she stated that men and women should have equal rights protected by law in the UnitedStates; she dubbed it the Lucretia Mott amendment in honor of the activist. She gave a rallying cryin a speech in Seneca Falls where she introduced the Equal Rights Amendment in 1923 by statingthat a lot of time had passed since the 1848 universal suffrage convention had been held and notenough progress had been made to guarantee equal rights between men and women.The bill to have the constitution amended to include the equality clause was first broughtto the Congress in 1923. This amended was carried forward to the Congress in every congressionalseating between 1923 and 1943 without success. At first, it met resistance from the working-classwomen who feared that the amendment would lead to a stop in the privileges they enjoyed aswomen in the workforce such as working hours not exceeding ten hours.
