The need for better systems andpractices in governing schools became of interest and notable at the beginning of the 20thcentury. The forces behind the need for transition were demand for increased efficiency, thequest for equity, legislation and the need to achieve adequacy for the school (Kowalski, 1995).At that time when school governing was mostly decentralized, efforts to centralize thegovernance were made to facilitate the achievement of the rising demand of the communityregarding outcome expectations of the educational system.
